Project Background
The Department of Social Services (DSS) under the Ministry of Social Welfare is one of the important nation-building department of the government. DSS is working tirelessly to strengthen the social safety net with comprehensive and versatile programs for the welfare and development of the poor, neglected, backward, orphans, autistic and disabled people and the backward people of the society. The Rural Social Services (RSS) program is being conducted with the aim of alleviating the poverty of the destitute, helpless, neglected and backward people living in the rural areas of the country. Interest Free Microcredit of Rural Social Service (RSS) Activities The beginning of a new and colorful history in the economic emancipation of marginalized people as a pioneer of Microcredit/ poverty alleviation in Bangladesh. As a result, this program has been established as the birthplace and pioneer of Bangladesh Microcredit program. This program started a new and ground-breaking history in the field of economic emancipation of the marginalized people of Bangladesh. Through these program, social awareness is being created among the landless and people living below the poverty line in the rural areas and their participation in the overall development of the country is being ensured by involving them in income generating activities. In the Chattogram Division, number of RSS beneficiaries are 5,12,453 who taken scheme wise loan (interest free) from DSS without any foundation training on that particular scheme. Moreover, DSS has 14 Sarkari Shishu Paribar (State Children Home), 01 Baby Home, 01 Integrated Children Rehabilitation Centre (Somonnito Shishu Punorbason Kendro), 01 Vocational Training Center for Orphans and Distressed Children, 01 Vocational training center for orphan and disable boys and girls, 01 Mentally retarded children's institutions in this division. Among those, 12 institutes are very vulnerable and insufficient facilities where 1525 number of orphan children and disabilities persons are upbringing, education, training and rehabilitation.
It has been six years into the Rohingya crisis, and the country is hosting 971,904 refugees in Cox’s Bazar including Bhasan Char camp in Chattogram division as of December 2023, have been registered and issued documentation jointly by the Government of Bangladesh and UNHCR. 4,96,182 are children, 4,99,088 are women. Age group 18-59 are 4,35,398 and elderly (60+) are 40,324. The complex conditions and limited services in the camps makes children and women be at risk to various forms of violence, including trafficking, child marriage, child labor, and gender-based violence (GBV).
To alleviate those challenges, requiring a robust socio-economic development through capacity enhancement for both host community and FDMN. A large number of people live below and around the poverty line for host community and face various risks for FDMN. Gaps across different populations are persistent, and some of the most vulnerable groups such as the elderly, widowed, and persons-with-disabilities, who have limited earnings opportunities, unemployed persons are exposed to emerging faces of severe destitution.
The preliminary data analysis shows that over 01 million people of host community are do not work in Chattogram division and it is absolutely necessary to ensure employment generation. The vast majority of these backward communities are illiterate and unskilled. It is in the national interest to involve extreme poor people in some capacity development program. It is to be noted that such a large number of active unemployed population, which is growing over a long period of time, is at risk of being diverted if they are not engaged in any income generating activities. It is imperative that host and FDMN receive the necessary training and awareness to enable them to contribute to socioeconomic development, rehabilitation and self-reliance.
Overall Objectives of the Project
To improve access to economic opportunities, safety nets, learning, health, and GBV prevention & response services for vulnerable Host communities and Forcibly Displaced Myanmar Nationals (FDMN).
Specific objectives of the Project
Host Community (Component- 01)
(1) Employment generation by providing effective institutional training and engaging them in suitable occupation;
(2) Creating entrepreneur to ensure sustainable economic growth;
(3) To ensure gender equality by women empowerment;
(4) To provide child protection and elderly care.
FDMN (Component-02)
Capacity development of FDMN through life skills & vocational training for ensuring employment following repatriation;
To mitigate different risks and violence by providing awareness campaign;
To provide child protection & engaging social activity of elderly people.
Project Outcome
Host Community (Component- 01)
Total 1,00,000 number of entrepreneur will be created through life skill training;
Women empowerment will be ensured;
Total 1575 social worker’s skill will be improved on child protection and elderly care;
12 institutes (Safe Homes, Orphanages, Training Center for Orphans and Disabled Children) are refurbished infrastructure and improved facility. 1525 persons/inmate got benefits.
RSS software will be developed for digital operating and management.
Distribution of matching funds to the existing RSS beneficiaries
FDMN (Component-02)
Total 15000 number of person will be generated employment;
Number/rate of violence incidents will be reduced;
Cash support is provided to 10,000 children in every month;
150 Elderly Club will be established and 54,500 elder people is got awareness building, health support and involvement of social activities of the elderly people in FDMN Camps;
1948 PWDs support and care with providing assistive device will be ensured.
Project Outputs
Host Community (Component- 01)
01. 1575 social worker’s skill will be improved on child protection and elderly care;
02. 1,00,000 number of SME will be increased by June 2028;
03. Infrastructure of 12 institutes (Safe Homes, Orphanages, Training Center for Orphans and Disable Children) will be developed and improved facility by June 2028. 1525 persons/inmate will get long term benefits.
FDMN (Component-02)
01. Total 15000 number of person will be generated employment;
02. Number/rate of violence incidents will be reduced;
03. 150 Elderly Club will be established and 54,500 elder people to get awareness building, health support and involvement of social activities of the elderly people in FDMN Camps;
04. 1948 PWDs support and care with providing assistive device will be ensured;
05. Community Based Child Protection Committees established in each camp;
06. Child protection service hubs adequate facilities and human resources will be established in each camp;
07. 1680 social workers / volunteers / CBCPC members will be trained and accredited;
08. Case management system will be strengthened.
